The Nationally Consistent Collection of Data on School Students with Disability (NCCD_SWD) is joint initiative of the Australian, state and territory governments and non-government education authorities. The NCCD_SWD collects data annually about students with disability and the level of reasonable educational adjustment provided for them. Please note, from the 2017 collection, NCCD_SWD data is being used to inform the Students with Disability loading in the School Resource Standard.
The national data collection on students with disability reinforces the existing obligations that schools have towards students under the Commonwealth Disability Discrimination Act 1992 and the Disability Standards for Education 2005.
All Australian primary, secondary, combined (schools with both primary and secondary students), and special schools (including Special Assistance Schools) are required by the Australian Education Regulation 2013 to participate in the collection.
Each school provides school level data about the number of students with disability at their school, in Foundation (Year 1 minus 1) through to Year 12, and their level of education adjustment as at the first Friday in August (04 August 2017). Non-government schools data is required to be submitted by Friday 22 September 2017.
Each Approved Authority decides how and when their schools will provide data to the collection and advises their schools accordingly. You should use this module to provide your school's data to the collection if your Approved Authority has advised your school that the school must provide its data directly to the collection.
Generally, independent schools and non-systemic Catholic schools will provide their data using this system. Systemic Catholic schools should check the arrangements that apply to them with their Approved Authority.
The NCCD_SWD uses the definition of disability as defined in the Disability Discrimination Act 1992; this definition is different to the definition of disability as used in other collections.
Please note, this collection is a different collection to the data provided by schools about students with disability through Census on the Internet.
Guidance on the steps for determining the students to include in the collection can be found on the NCCD professional learning website. Your local education authority or Associaton of Independent Schools can provide you with advice about applying the model described on the NCCD professional learning website.
The data collected is the number, as a head count, of students identified by the school for each combination of:
- category of disability, and
- level of adjustment made for the student.
